INTRODUCTION

The board of supervisors recognizes the following:

(1)

Erosion during construction activities and stormwater runoff from land-disturbing and land conversion activities can transport harmful pollutants into the county's surface and groundwater;

(2)

Harmful pollutants may negatively impact water quality, public and environmental health, quality of life, and economic vitality of the county;

(3)

Development and other land disturbing activities may degrade the county's water and natural resources and may increase flooding, stream channel erosion, and the transport and deposition of waterborne pollutants;

(4)

Federal and state laws require counties to manage and regulate erosion and stormwater runoff from construction and land-disturbing activities and to also manage and reduce nutrient and sediment levels from leaving the county in inter-jurisdictional waterways;

(5)

Code of Virginia Title 62.1 § 62.1-44.15:27, encourages counties to better integrate their erosion and sediment control and stormwater requirements into a more unified stormwater program; and

(6)

Therefore, the county finds it is in the public interest to protect the general health, safety, and welfare of the county's citizens from the negative impacts of erosion and sedimentation and improperly designed and managed stormwater by enacting an erosion and sediment control program and stormwater management program, consistent with federal and state law, and that this program shall be administered and enforced.
